Contingency Rescue Forces

The Emergency Response Committee supervises procedures of emergency handling and rescue on the airport estate in compliance with ¡°Regulations for Civil Transport and Emergency Management,¡±¡°Regulations for Civil Airport Operation Security Management,¡± ¡°Regulations for China Civil Aviation Emergency Management,¡± and ¡°Guidelines for Construction of Airport Safety Management System.¡± To improve emergency response abilities of the airport, the committee has taken measures to regulate emergency management in daily routines, and especially has made back-up plans and bylaws, including ¡°Hangzhou Xiaoshan International Airport Safety Management Committee Bylaws,¡± ¡°Hangzhou Xiaoshan International Airport Emergency Response and Rescue Plans,¡± and ¡°Hangzhou Xiaoshan International Airport Emergency Response Management Provisions.¡± Based on ¡°Hangzhou Xiaoshan International Airport Emergency Response and Rescue Plans,¡± over 20 other plans have been made and have been regularly updated for aviation and non-aviation incidents, covering measures and procedures from aircraft accidents, disastrous weathers, terrorist attacks, and flight delays to care for stranded passengers.

A secondary institution, ¡°Office of Hangzhou Xiaoshan International Airport, Co., Ltd Emergency Management,¡± is responsible for routines of emergency response management. To improve emergency response, the office has established a series of early contingency treatment mechanisms in terms of contingency planning, practice, supply, communication, training, and procedure handling.

In contingent situations, a response command headquarters will be in position and coordinate the early treatment force composed of the management personnel on-duty and the ensuing rescue force of firefighters, emergency center, airport public security crew, and armed police in local residence. This group of rescue force, equipped with tools or devices for special purposes, will arrive at the incident spot within five minutes. External rescue force, including partner institutions and local communities and social groups, will be able to join in rescue work within 90 minutes.

To better prepare the rescue forces, we organize rescue drills and trainings. We annually conduct about 80 rescue drills on various levels, which are strengthened with seminars and scholarly discussions on emergency rescue topics. In addition, we have gradually built up data of airport experts who are available to aid in rescue-related tasks. On the other hand, the airport makes rescue training part of new employee orientation programs and helps train personnel from partner institutions. To facilitate training, the airport has allotted a special fund for compiling ¡°Airport Personnel¡¯s Handbook for Emergency Response,¡± a copy of which is distributed to every employee. The handbook includes instructions on emergency procedures in terminals and aircrafts; these instructions are illustrated with graphics to help readers understand the text.

First-aid

The airport¡¯s first-aid duties include medical rescue upon contingencies; medical treatments for airport personnel and passengers; prevention of infective and chronic diseases. The center staff is on duty around the clock to help ensure aviation safety.

The center has 15 staff members who work at the medical rescue station and the medical depot. The medical station has advanced medical equipment and devices, including spade stretchers, portable breathing machines, handy respirators, cardiac defibrillators, ECG machines, Gastrolavage machine, suction equipment, surgical and first-aid supplies, along with other medical supplies and vehicles. We have two ambulances. One of them is a Ford resuscitation ambulance, which is equipped with an automatic foldable stretcher, a spade stretcher, ECG-Monitor, respirator, cardiac defibrillator-monitor, vacuum splints, emergency box, oxygen, laryngoscope, digital pulse pedometer, cardiac massage device, Ambu Perfit, and a portable suction machine.

The rescue depot is equipped in accordance with civil aviation airport first-aid standards and has 52 grid stretchers, 64 splints, nine emergency boxes, and a rescue hall of 360 square meters, and a medical warehouse where the drugs and devices are stored.

Fire Prevention and Firefighting

Hangzhou Xiaoshan International Airport¡¯s firefighting is categorized as the ninth grade, the highest civil aviation airport firefighting level. The airport Fire Brigade, equipped with 13 firefighting vehicles and devices, is on duty around the clock according to the ¡°Standards for Civil Aviation Transport Airport Firefighting Station and Firefighting Equipment¡± (MH/7002-2006). The brigade is a young, dynamic team of 73 members whose average age is 30. Following the ¡°Training Guidelines for Professional Civil Aviation Firefighting Brigades,¡± they conduct year-round firefighting drills.
