The Emergency Response Committee supervises procedures of emergency handling and rescue on the airport estate in compliance with ¡°Regulations for Civil Transport and Emergency Management,¡±¡°Regulations for Civil Airport Operation Security Management,¡± ¡°Regulations for China Civil Aviation Emergency Management,¡± and ¡°Guidelines for Construction of Airport Safety Management System.¡± To improve emergency response abilities of the airport, the committee has taken measures to regulate emergency management in daily routines, and especially has made back-up plans and bylaws, including ¡°Hangzhou Xiaoshan International Airport Safety Management Committee Bylaws,¡± ¡°Hangzhou Xiaoshan International Airport Emergency Response and Rescue Plans,¡± and ¡°Hangzhou Xiaoshan International Airport Emergency Response Management Provisions.¡± Based on ¡°Hangzhou Xiaoshan International Airport Emergency Response and Rescue Plans,¡± over 20 other plans have been made and have been regularly updated for aviation and non-aviation incidents, covering measures and procedures from aircraft accidents, disastrous weathers, terrorist attacks, and flight delays to care for stranded passengers.
A secondary institution, ¡°Office of Hangzhou Xiaoshan International Airport, Co., Ltd Emergency Management,¡± is responsible for routines of emergency response management. To improve emergency response, the office has established a series of early contingency treatment mechanisms in terms of contingency planning, practice, supply, communication, training, and procedure handling.
In contingent situations, a response command headquarters will be in position and coordinate the early treatment force composed of the management personnel on-duty and the ensuing rescue force of firefighters, emergency center, airport public security crew, and armed police in local residence. This group of rescue force, equipped with tools or devices for special purposes, will arrive at the incident spot within five minutes. External rescue force, including partner institutions and local communities and social groups, will be able to join in rescue work within 90 minutes.
To better prepare the rescue forces, we organize rescue drills and trainings. We annually conduct about 80 rescue drills on various levels, which are strengthened with seminars and scholarly discussions on emergency rescue topics. In addition, we have gradually built up data of airport experts who are available to aid in rescue-related tasks. On the other hand, the airport makes rescue training part of new employee orientation programs and helps train personnel from partner institutions. To facilitate training, the airport has allotted a special fund for compiling ¡°Airport Personnel¡¯s Handbook for Emergency Response,¡± a copy of which is distributed to every employee. The handbook includes instructions on emergency procedures in terminals and aircrafts; these instructions are illustrated with graphics to help readers understand the text. |
